Mr. Costalas serves as the SI's senior attorney, providing legal guidance for critical transactions and ensuring limited risk exposure. He served as an Executive Vice President of Corporate Development and General Counsel of Pharmacopeia, Inc. (formerly, Pharmacopeia Drug Discovery, Inc) until December 2008. Mr. Costalas was responsible for Corporate Development, Business Development, Legal, Human Resources and Facilities Groups at Pharmacopeia. He has extensive experience in mergers and acquisitions, securities and corporate governance and development. He served as Executive Vice President, General Counsel and Secretary of Pharmacopeia, Inc. since January 4, 2005. He joined Pharmacopeia in January 2005 from Corporate and Securities Group of Dechert LLP. At Dechert, Mr. Costalas served as lead outside counsel to Pharmacopeia, and his practice focused heavily on the representation of biotechnology companies. He served as Member of Corporate and Securities Group of Dechert LLP from November 1999 to December 2004.   • Charles Allen, The Chertoff Group

Mr. Charles E. Allen serves as Principal of Chertoff Group. At DHS, Mr. Allen developed the department’s intelligence architecture, integrated its intelligence activities and ensured that they were continuously aligned with the department’s evolving priorities. He also accelerated and expanded the department’s processes for sharing intelligence with state and local security and law enforcement officials. He has extensive experience in intelligence program management, analysis and production; intelligence collection management; system acquisition and warning intelligence. During his more than 40 years at the CIA, Mr. Allen became as much a legend as a respected senior official. He earned a reputation for plain speaking, even when his opinions differed from those of senior officials. He became the principal adviser to the Director of Central Intelligence on collection management, where he revolutionized the way the various national intelligence agencies coordinate and target their activities. In the same vein, he chaired the National Intelligence Collection Board, which united all intelligence agencies under common collection strategies. He also served as CIA’s National Intelligence Officer for Warning, Director of the National Warning Staff, National Intelligence Officer for Counterterrorism and Deputy Chief for Intelligence of CIA’s Counterterrorism Center. He also directed the DCI Hostage Location Task Force, which focused on locating American hostages held by Hezballah in Lebanon. He serves as Member of Strategic Advisory Council at The SI Organization, Inc. He is a graduate of the University of North Carolina and a distinguished graduate of the Air War College; he also did graduate studies at Auburn University.


  • Martin Faga, GeoEye, Inc.

Mr. Martin C. Faga served as Secretary of Space Foundation until January 20, 2010. Mr. Faga served as Chief Executive Officer and President of The MITRE Corporation from May 2000 to June 2006. He directs The MITRE's activities, primarily the operation of three Federally Funded Research and Development Centers (FFRDCs), The Department of Defense (DOD) FFRDC focuses on Command, Control, Communications, and Intelligence (C3I); the Federal Aviation Administration FFRDC on air traffic management; and the Internal Revenue Service FFRDC on enterprise modernization. Mr. Faga served as Executive Vice President of The Mitre and served as its Senior Vice President and General Manager of its Center for Integrated Intelligence Systems, one of the three units operating under the DOD FFRDC. He served as Vice President of MITRE from 1993 to 2000. Before joining MITRE, Mr. Faga served as Assistant Secretary of the Air Force for space from 1989 to 1993, where he was responsible for overall supervision of its space matters with primary emphasis on policy, strategy, and planning. At the same time, he served as Director of the National Reconnaissance Office (NRO), responsible to the secretary of defense and the director of the Central Intelligence Agency (CIA) for the development, acquisition, and operation of all U.S. satellite reconnaissance programs. Other facets of his career include service as a Staff Member of the Permanent Select Committee on Intelligence of the House of Representatives, where he headed the Program and Budget Staff. He served as an Engineer at the CIA for several years and a Research and Development Officer in the Air Force. He has been Vice Chairman of Space Foundation since January 20, 2010. Mr. Faga has been Independent Director of Alliant Techsystems Inc., since October 30, 2006. He has been Trustee of The Mitre since 2000, Electronic Data Systems, LLC since September 8, 2006 and GeoEye, Inc., since August 1, 2006. He serves as Director of Space Foundation. He served on the Board of directors of the Security Affairs Support Association and the Open Geographic Information Systems Consortium. He also served on the Commission for the Protection and Reduction of Government Secrecy, the Jeremiah Panel to review the mission and organization of the NRO, the NRO Panel on Satellite Lifetimes, and the Defense Science Board Task Force on Satellite Reconnaissance. Mr. Faga received his MS and BS Degrees in Electrical Engineering from Lehigh University in 1964 and 1963, respectively.

Mr. Jeffery K. Harris, Jeff serves as the Vice President of Wireless & System Solutions at TrellisWare Technologies, Inc. Mr. Harris serves as the Deputy of Space Systems Company and is responsible for Space Systems strategy and integration of business unit plans and technology roadmaps. Mr. Harris Joined TrellisWare in 2006 as in charge of building TrellisWare's systems and hardware solutions business for both Federal and commercial markets. Prior to joining TrellisWare, Mr. Harris spent six years leading product introduction efforts in the ultra wideband (UWB) fabless semiconductor market segment for pioneers General Atomics and XtremeSpectrum. He served as the Vice President of Lockheed Martin Corporation. Mr. Harris served as the Lockheed Martin corporate senior executive point of contact to National Security Community customers. He led advanced development businesses in RF communications and surveillance systems at Lockheed Martin, Raytheon and System Planning Corporation. Mr. Harris has 20 years of experience developing products at the cutting edge of the RF industry, from product development to marketing and sales in both commercial and Federal markets. Previous assignments include, President and General Manager of Lockheed Martin Missiles and Space Operations and President of Lockheed Martin Special Programs. He served as President of Space Imaging, the first company to commercially provide high-resolution satellite imagery and information products of the Earth for cost-effective solutions to today's global business needs. Before entering the private sector, Mr. Harris served with distinction in senior national leadership positions for the U.S. Defense and Intelligence Communities. In June 1993, he was named Associate Executive Director for Intelligence Community Affairs. In this role, he supervised the Community Management Staff, responsible for the integration and coordination of programs across the different national and defense intelligence agencies for the Director of Central Intelligence in his role as principal advisor to the President on intelligence. In May 1994, Mr. Harris was confirmed by the Senate as Assistant Secretary of the Air Force for Space, also serving as Director of the National Reconnaissance Office, the organization responsible for the acquisition and operation of all U.S. government space-based reconnaissance systems.

Mr. Harris began his career in 1975 with the Central Intelligence Agency as a photo technologist at the National Photographic Interpretation Center. In 1978, he joined the CIA Office of Development and Engineering's satellite development programs. During his career, Mr. Harris has been awarded the NRO Medal for Distinguished Service, the US GeoSpatial Foundation Lifetime Achievement Award, Aviation Week Laureate Citation , the National Intelligence Distinguished Service Medal, the CIA Distinguished Intelligence Medal, two CIA Intelligence Medals of Merit, and the General James V. Hartinger Award for military space achievement. He serves as Member of Strategic Advisory Council at The SI Organization, Inc. He serves as a Director of Rochester Institute of Technology, National Defense Intelligence College Foundation, National Correlation Working Group and Open Geospatial Consortium Inc. Dr. Paul G. Kaminski is the Chairman, President, and Chief Executive Officer at Technovation Inc. Dr. Kaminski has been in this position since 1997. Dr. Kaminski has been a Senior Partner of Global Technology Partners LLC since March 1998. He serves as an Advisor to the MIT Lincoln Laboratory. Dr. Kaminski has had a continuing career involving advanced technology in both the private and public sectors. Dr. Kaminski has served as a Consultant and Advisor to a wide variety of government agencies and as Chairman, Director or Trustee of several defense and technology oriented companies. He served as the Chairman and Chief Executive Officer of Technology Strategies & Alliances from 1985 to 1994. From October 3, 1994 to May 16, 1997, Dr. Kaminski served as the Under Secretary of Defense for Acquisition and Technology. In this position, he was responsible for all matters relating to Department of Defense acquisition, including research and development, procurement, acquisition reform, dual-use technology, the defense technology, and industrial base. Dr. Kaminski has received numerous awards including National Medal of Technology in 2006, Department of Defense Medal for Distinguished Public Service (3 awards), Defense Distinguished Service Medal, Director of Central Intelligence Director’s Award, Defense Intelligence Agency Director’s Award, Legion of Merit with Oak Leaf Cluster, Air Force Academy in 2002 Distinguished Graduate Award, the Ronald Reagan Award for Missile Defense, the International Strategic Studies Association Possony Medal for Outstanding Contributions to Strategic Progress through Science and Technology, the AOC Gold Medal, the Netherlands Medal of Merit in Gold, the French Republic Legion d’Honneur, and the Air Force Systems Command Scientific Achievement Award. Mr. Kevin J. O'Connor is a Partner of Bracewell & Giuliani LLP. Mr. O'Connor served as an Associate Attorney General of the United States, the third-ranking official at the U.S. Department of Justice, and United States Attorney for Connecticut, is the Chairman of Bracewell & Giuliani's White Collar Practice Group. Mr. O'Connor's practice focuses on the representation of companies and individuals in government investigations. Mr. O'Connor conducts internal investigations and advises clients on compliance and corporate governance matters. Mr. O'Connor also litigates commercial matters, including class actions, in state and federal courts. Since joining Bracewell in 2009, Mr. O'Connor has represented numerous companies, their audit committees and individuals in investigations by the Department of Justice and U.S. Securities and Exchange Commission into alleged violations of the Foreign Corrupt Practices Act. He also has conducted numerous audits and compliance reviews for publicly-traded companies. As Associate Attorney General, Mr. O'Connor was responsible for overseeing the work of thirteen components in the Department of Justice, including the Tax Division, Antitrust Division, Environment and Natural Resources Division, Civil Rights Division, Civil Division, Office of Justice Programs, Office of Information and Privacy, Foreign Claims Settlement Commission and the United States Trustees. Mr. Brian J. Gorczynski is Managing Partner at North Cove Partners. Mr. Gorczynski co-founded North Cove Partners in 2011 and he focuses on consumer products and retail sectors. Mr. Gorczynski has prior experience in business services and industrials. Prior to 2011, Mr. Gorczynski served as a Managing Director at Merrill Lynch Global Private Equity (MLGPE) and subsequently BAML Capital Partners, which he joined in 2004. Lt. Gen. David A. Deptula serves as Chief Executive Officer and Managing Director of Mav6, LLC. At Mav6, Lt. Gen.   • Gary Roughead, Northrop Grumman Corporation

Adm. Gary Roughead has been a member of the U.S. defense community for nearly four decades, and served as the 29th Chief of Naval Operations from September 29, 2007 to September 23, 2011. Adm. Roughead has 38 years of service in the U.S. Navy. He has commanded the Pacific and Atlantic fleets as an Officer, commanding the U.S. Pacific Fleet and Joint Task Force 519, as well as U.S. Fleet Forces Command, where he was responsible for ensuring Navy forces were trained, ready, equipped and prepared to operate around the world. Adm. Roughead served in six operational commands for the Navy and served as the First Officer to command both classes of Aegis ships -- the USS Barry (DDG 52), and the USS Port Royal (CG 73). As a Flag Officer, he commanded Cruiser Destroyer Group 2, the George Washington Battle Group; and U.S. 2nd Fleet/NATO Striking Fleet Atlantic and Naval Forces North Fleet East. In assignments on shore, he served as Commandant of the United States Naval Academy, as the Department of the Navy's chief of Legislative Affairs, and as Deputy Commander, U.S. Pacific Command. He has been Director of Northrop Grumman Corporation since February 16, 2012. He has been a Trustee at CNA Analysis & Solutions since December 15, 2011. Mr. David J. Berteau serves as Senior Vice President and Director of International Security Programs with the Center for Strategic & International Studies. Mr. Berteau focuses on national security strategy, policy, programs, and resources. Mr. Berteau serves as an Adjunct Professor at Georgetown University' Security Studies Program and at Syracuse University' Maxwell School of Citizenship and Public Affairs. He served as Director of Defense Industrial Initiatives Group (DIIG) and Senior Adviser of Center for Strategic and International Studies since March 2008. Mr. Berteau consults for Clark and Weinstock, where he served as Director of Homeland Security and National Defense since 2003. From 1993 to 2001, he served Senior Vice President of Science Applications International Corporation (SAIC), where he managed operations for commercial and government customers on a wide range of issues, including cybersecurity, software development, law enforcement, and defense. Mr. Berteau served a number of academic positions. He also played a leadership role in several influential government commissions. He served as Chairman of the 1992 government-wide Defense Conversion Commission, and as an Executive Secretary of the President' Blue Ribbon Commission on Defense Management (Packard Commission) from 1985 to 1986. He serves on the Board of Visitors of Defense Acquisition University. He has been Non-Resident Senior Associate at CSIS. He serves as a Member of several Defense Science Board task forces. He has been Member of Strategic Advisory Council at The SI Organization, Inc. since January 9, 2012. From 2001 to 2003, he served as Director of Syracuse University' National Security Studies Program. He served as a Member of the 2007 Commission on Army Acquisition and Program Management in Expeditionary Operations. Mr. Berteau received the Secretary of Defense Medals for Distinguished Public Service in 1991 and Outstanding Public Service in 1987 and 1989 and the Secretary of the Army Medal for Exceptional Public Service in 2007. His column for Government Security News received the Gold Award in 2005 from the American Society of Business Publications Editors. She has earned several prestigious medals for her service: the National Intelligence Distinguished Service Medal in 2008, the Distinguished Career Intelligence Medal in 2008, the Secretary of Defense Medal for Meritorious Civilian Service in 2008, the Intelligence Medal of Merit in 2005, the Donovan Award in 2001, and the National Intelligence Medal of Achievement in 1996.

Sheridan retired in August 2011 as the Commander, Space and Missile Systems Center, Air Force Space Command, Los Angeles Air Force Base, Calif. He also served as the Air Force Program Executive Officer for Space, managing the research, design, development, acquisition, and sustainment of satellite, launch and command and control systems. In his new role, the SI said Sheridan will be responsible for leading a line of business that will support national security space programs for the Intelligence Community, the military and NASA. Sheridan served as the Deputy Director of the National Reconnaissance Office; as Program Executive Officer and Director for Space Radar; Commandant of Air Command and Staff College; and Director of Requirements for Air Force Space Command.
