Background
Polaris Wireless is a privately held wireless location company based in Santa Clara, Calif., providing high accuracy, software-based, location systems for accurately determining the location of mobile phones. Our solution is ideal for E911 Phase II compliance services, wireless location-based service applications such as push advertising, yellow pages, social networking, friend/family tracker and enterprise applications like work force and asset/fleet tracking applications. Our solution can also be used by wireless operators for network optimization analysis and by law enforcement agencies for lawful interception purposes.

The Polaris Wireless Location Signatures (Polaris WLS™) technology is an ideal solution for adding valuable high accuracy location data to this LI information.
Today, LI applications focus purely on intercepting content and have very low accuracy location context provided by cell tower location techniques like Cell-ID (CID) or Enhanced Cell-ID (ECID). This can render the applications ineffective because the target's actual location is relatively unknown; whereas, with accurate location data the LI mission can be accomplished with a much higher success rate. Using GPS for LI applications is not feasible because it does not work indoors and in dense urban areas, and the target user has the option to disable or jam GPS location tracking capabilities on their phone. Location technologies such as multi-lateration (UTDOA) require radio hardware on every cell tower making it extremely cost intensive with a large degree of complexity in terms of deployment and maintenance. Polaris WLS™ is the only high accuracy, software-only location technology that is low cost, scalable, and reliably provides high accuracy across all types of environments. Besides high accuracy (sub 50m) and scalability, one of the key unique features of WLS is its ability to perform mass (bulk) location of all subscribers, on a near real-time basis, enabling applications such as mass location interception along with post-event analytics. Polaris WLS in conjunction with its intelligent zone services software platform also powers border zone interception with a high degree of precision.
Polaris WLSTM technology Polaris's location solution uses its proprietary and highly patented Wireless Location Signatures (Polaris WLSTM) technology. The location solution can be used either in standalone mode or as a hybrid solution with Assisted GPS (A-GPS).
Polaris Wireless provides wireless operators a software-only solution that can accurately determine the location of handsets in urban and indoor environments on the order of 50 meters accuracy. During his career, he founded three successful multi-million dollar software publishing ventures including TecMagik, a $23 million publisher of video games and computer entertainment software; International Development Group, a strategic marketing and software publishing services consultancy for U.S., European and Asian companies; and a joint venture with Sega for the North American market.

Josh Stein is a Managing Director of Draper Fisher Jurvetson, where his current board responsibilities include Box.net, Eventful, PayPerPost, Personiva, Polaris Wireless, SugarCRM, Taoit, ViVOTech, and Yardbarker. He is also actively involved with the firm's investment in Glam Media. Prior to joining DFJ, Josh was a Vice President at Telephia, where he managed a group providing strategic analysis and information to the nation's largest wireless operator. Previously, Josh was a co-founder, Director and the Chief Strategy Officer for ViaFone (NYSE:SY), a DFJ portfolio company and a leading provider of wireless enterprise applications. Josh has previously held positions in product management at Microsoft and NetObjects, and was a management consultant in the San Francisco office of The Boston Consulting Group.

Mr. Richardson is active in all aspects of deal sourcing, due diligence and execution. Prior to co-founding the fund with Mr. D'Addario, Mr. Richardson worked in the Investment Banking Division of DLJ and focused on public and private placements of debt and equity securities and buy-side and sell-side M&A advisory services in a variety of industries. Mr. Richardson sits on the boards of SOA Software, Polaris Wireless and V-Enable and is a board observer for Lucix Corporation and Language Weaver.
- Jan Neels former President, AirTouch International, Ltd
Jan was formerly President and CEO at Proximus Belgacom Mobile, a joint venture between AirTouch (currently Vodafone-AirTouch) and Belgacom (the state-controlled telephone operator of Belgium), which provides mobile cellular services. He also served on the company's board from 1994 till 1998. Before his assignment in Belgium, Jan was President and CEO of AirTouch International. Under his leadership, numerous cellular service joint ventures were established in Europe and Asia (i.e., Germany, Portugal, Sweden, Spain, Italy, Belgium, Japan, and Korea) through winning government licenses or acquisition.
Representing AirTouch, Jan also served on the board of most of these ventures, the most significant being the Mannesman Mobilfunk Board in Germany. From the start of his career in 1962 until he joined AirTouch in 1986, Jan has held management positions with increasing responsibilities in the areas of engineering, marketing and sales at ITT and US Sprint with assignments in Belgium, Venezuela, Hong Kong, Indonesia and the USA.
