- John P. Jumper, Chair of the Board and Chief Executive Officer
John P. Jumper joined Science Applications International Corporation (SAIC) as president and chief executive officer on March 1, 2012, having served as a member of the company’s board of directors since 2007. He was appointed chair of the board in 2012.
Considered an expert on matters concerning the aerospace, defense, industrial, transportation, and automotive business sectors, Jumper most recently served as a senior advisor for private equity firms including the Carlyle Group and the Four Star Group. He has served on the boards of directors of Goodrich Corporation, Jacobs Engineering Group Inc., NACCO Industries, Inc., and Wesco Aircraft Holdings, Inc. He also served on the board of directors for Somanetics Corporation and TechTeam Global, Inc.
Jumper also sat on a number of nonprofit boards, namely the boards of Rolls Royce of North America, The George C. Marshall Foundation, The Air Force Village Charitable Foundation, The American Air Museum in Britain and the board of visitors of the Virginia Military Institute.
He joined the private sector in November 2005 after serving 39 years in the Air Force, retiring as the chief of staff of the U.S. Air Force. As a member of the Joint Chiefs, Jumper acted as a military adviser to the secretary of defense, National Security Council and the president. As chief of staff during both operations Enduring Freedom and Iraqi Freedom, he served as the most senior uniformed Air Force officer responsible for the organization, training and equipage of more than 700,000 active duty, Guard, Reserve and civilian forces serving in the United States and overseas.
Before taking on the role of chief of staff, Jumper served as commander of Air Combat Command at Langley Air Force Base, Va. He has also served at the U.S. Department of Defense as deputy chief of staff for Air and Space Operations, as the senior military assistant to two secretaries of defense, and as special assistant to the chief of staff for roles and missions.
Jumper has been involved in numerous major combat and contingency operations since he entered service in 1966. He has received many awards including the Defense Distinguished Service Medal and the Air Force Distinguished Service Medal. He served two tours of duty in Southeast Asia. He has commanded a fighter squadron, two fighter wings, a numbered Air Force, and U.S. Air Forces in Europe and Allied Air Forces Central Europe. He is a command pilot with more than 5,000 flying hours, including 1,400 combat hours.
Jumper earned his commission in the Air Force as a distinguished graduate of the Reserve Officer Training Corps program at the Virginia Military Institute in 1966. He received a bachelor’s degree in electrical engineering from Virginia Military Institute and a master’s degree in business administration from Golden Gate University. He is a graduate of both the Air Command and Staff College and the National War College.

Stu Shea was named chief operating officer on March 5, 2012. Prior to that, Shea served as president of SAIC's Intelligence, Surveillance and Reconnaissance (ISR) Group. Headquartered in McLean, Va., the group has nearly 13,000 employees, and provides support for customers across the full spectrum of national security programs. The group delivers quick reaction, manned and unmanned airborne, maritime, space, and ground-based surveillance and reconnaissance systems, and builds intelligence processing, exploitation, and dissemination solutions that optimize decision making in high rate, large volume, and complex mission-critical data environments. The group's mission support personnel deliver expertise in geospatial production, intelligence analysis, technical operations, biometrics, human terrain mapping, and linguistics to a broad intelligence offering, as well as developing technologies to defeat terrorism.
Prior to joining SAIC in October 2005, Shea served as vice president, space and intelligence, in the TASC Business Unit of Northrop Grumman Corporation. Under his leadership, the unit provided mission support to the 16 agencies under the purview of Office of the Director of National Intelligence and the Department of Defense's space superiority programs.
Earlier, he held several positions with PAR Technology Corporation and served as an imagery analyst and remote sensing specialist with the National Aeronautics and Space Administration's Kansas Applied Remote Sensing Program.
In 2003, Shea was named to the 12-member National Commission for the Review of the Research and Development Programs of the U.S. Intelligence Community, which was established by Congress to review the full range of current research and development programs in the intelligence community.
Shea is the founder, CEO, and board chairman for the United States Geospatial Intelligence Foundation, an internationally recognized educational service foundation that has received considerable attention through its annual GEOINT Symposium. Currently, he is chairman of the board for two SAIC subsidiaries: CloudShield Technologies, Inc.; and Science, Engineering and Technology Associates Corporation (SET). He is an internationally recognized author and has served on several major international refereed journal editorial boards. He has served as a committee member, National Academy of Sciences, National Research Council, Commission on Engineering and Technical Systems, Marine Board; is a former national director, Cartography and Geographic Information Society; is a fellow of the American Congress on Surveying and Mapping; and has served as a member of the Sustaining Member Council for the American Society for Photogrammetry and Remote Sensing. He is a 2009 recipient of the Federal Computer Week Federal 100 Award for the top executives in the IT industry. He currently serves as a member of the University of Kansas' College of Liberal Arts & Sciences' Advisory Board and has previously served as a member of the advisory board of the University of Virginia’s Department of Systems and Information Engineering and the Advisory Board of Geospatial21/Kidz Online.
Shea received a Bachelor of Science degree from the State University of New York at Albany and a Master of Arts degree from the University of Kansas. In addition, he is a graduate of numerous executive education programs, including the Darden School of the University of Virginia, Harvard Business School, the Wharton School at the University of Pennsylvania, and The George Washington University's School of Business and Public Management.
- Mark W. Sopp, Chief Financial Officer and Executive Vice President
Mark Sopp was named the chief financial officer and executive vice president of Science Applications International Corporation (SAIC) on November 28, 2005. His most significant activities at SAIC have been preparing for and executing the company's initial public offering, establishing the investor relations function, implementing financial planning processes and tools, enhancing compliance programs, implementing new financial information systems, and implementing a number of business process improvement initiatives for greater efficiency and effectiveness. Sopp joined SAIC with more than 18 years of finance experience, after most recently serving as chief financial officer and treasurer of The Titan Corporation.
At Titan, Sopp led the organization through a shift from a mixed government and commercial provider to a pure play defense provider. From 1999 to 2005, Sopp helped build a $2 billion defense and government contracting business by executing an aggressive acquisition, integration, growth, and profit improvement campaign, culminating in a sale to L-3 Corporation.
Prior to Titan, Sopp was director, international controller for Taylor Made Golf Company, Inc., a large international manufacturer and distributor of golf equipment. Before joining Taylor Made in 1990, he practiced as a certified public accountant at Arthur Andersen & Co., where he began his career in May 1987.
Sopp earned his bachelor's degree in accountancy from New Mexico State University in 1987, and completed the executive program from The Anderson School at the University of California, Los Angeles in 1998.

Thomas G. Baybrook is the acting president of SAIC's Defense Solutions Group (DSG), headquartered in McLean, Virginia. Directing the actions of more than 14,000 employees, he leads a Group that achieved more than $4.6 billion in annual revenues in SAIC’s most recent fiscal year. DSG’s work focuses mainly on logistics, readiness and sustainment; command, control, communications, computers, combat systems, intelligence, surveillance and reconnaissance; and systems engineering and integration in support of various government agencies.
Baybrook has more than 45 years experience in government and industry in mapping and charting, research and development, hardware and software systems, and marketing. Upon joining SAIC in 1999, Baybrook led U.S. Navy and Marine Corps marketing efforts for the then Systems Engineering Group. In 2005, he served as the deputy business unit manager prior to becoming general manager of the Defense and Maritime Solutions (DMS) Business Unit.
Baybrook also spent 21 years serving in a variety of assignments with the U.S. Army Corps of Engineers, including company command in Vietnam, where he earned the Bronze Star and Purple Heart. Additional assignments included numerous Army and Joint Staff positions, culminating as executive director of the Defense Mapping Agency (DMA), which is now part of the National Geospatial-Intelligence Agency (NGA). At DMA he participated in the development of its first digital mapping systems.
Upon retiring from the Army in 1987, he joined Intergraph Corporation, establishing its Washington Systems Operations, growing its hardware and software support business within the U.S. Department of Defense and intelligence community and leading its federal sales and marketing organizations as well as managing a $700 million portfolio of Navy contracts.
Baybrook earned his master’s degree in geodetic science from Ohio State University in 1972 and his bachelor’s degree in geologic sciences (geophysics) from Penn State in 1966.
- Joseph W. Craver, III. President, Health, Energy and Civil Solutions Group
Joseph W. Craver, III, is the president of SAIC's Health, Energy and Civil Solutions Group, one of three SAIC operating units. Headquartered in McLean, Va., the group is composed of more than 13,500 professionals focused on providing solutions and services to our primary customers in health, energy, environment, and federal civilian markets.
The group provides critical infrastructure solutions for areas such as energy renewables, smart grid, cancer research, electronic health records, homeland security solutions for chemical, biological, radiological, nuclear, and explosive (CBRNE) threats and systems, non-intrusive inspection for cargo and baggage systems, complex IT, smart power, science, and mission assurance for NASA, environmental assessments and cleanup. The group also provides systems engineering and integration across all customer sets.
Under Craver’s leadership, the group has shown consistent strength in growing business, integrating acquisitions, and developing important new business opportunities for SAIC.
Craver joined SAIC in 1989 as a staff engineer in San Diego for SAIC's Space, Energy and Environmental Sector. In 1997, he became senior vice president of SAIC's Engineering and Environmental Management Group, where he led the development and expansion of SAIC’s early environmental business. He then progressed to a group president role in 2007, where he led the company’s Infrastructure, Logistics, and Product Solutions Group prior to his current role.
Craver began his career with the U.S. Navy in nuclear submarines, after graduating from the United States Naval Academy in 1981 with a Bachelor of Science degree in ocean engineering. He was an engineering officer on a Los Angeles-class nuclear attack submarine and certified by the Office of Naval Reactors as a chief engineering officer, responsible for all operation and maintenance of a naval nuclear power plant. He also was assistant officer in charge and pilot of the deep submergence vehicle Sea Cliff, one of the world's deepest diving submersibles, capable of diving to 20,000 feet.
Craver currently serves on several boards, including: BPL Global, Ltd. (BPLG); Junior Achievement of Greater Washington; and the National Defense Industrial Association (NDIA).
- Anthony J. Moraco, President, Intelligence, Surveillance and Reconnaissance Group
Anthony J. Moraco was named the president of SAIC's Intelligence, Surveillance and Reconnaissance (ISR) Group on March 20, 2012. Previously, Moraco served as executive vice president for operations and performance excellence. He joined SAIC in February 2006 and served as both the business unit general manager and deputy of the Space and Geospatial Intelligence Business Unit where he led the mission system solutions and services portfolio for the US Air Force space programs, National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), and other elements of the intelligence community and U.S. Department of Defense.
Prior to joining SAIC, Moraco was with the Boeing Company from 2000 to 2006, and served as the deputy general manager of mission systems in the Space & Intelligence Systems Organization and also the director of homeland security technology integration. In these roles he led strategic programs in space ground segments and geospatial technology solutions and the technology development of security solutions for homeland security customers to complement Boeing's defense and intelligence programs in support of the global war on terrorism.
Moraco began his career at Autometric, Inc. in 1984 and served in various roles during the 16 years up to Boeing’s acquisition of Autometric in 2000. His roles included senior vice president for corporate development with management authority of functional departments, corporate policies, staff development, and intellectual property. Earlier at Autometric he was responsible for software system design and development pertaining to geospatial production and visualization tools, cruise missile mission planning, analytical photogrammetry, and imagery exploitation solutions.
From 1992-1993 Mr. Moraco was a program manager at TASC for an NGA contract for research and development of enhanced digital mapping, charting, and geodesy prototype products.
Moraco earned a bachelor’s and master’s degree in civil and environmental engineering from Virginia Tech.
- Deborah Lee James, Executive Vice President, Communications and Government Affairs
As the SAIC executive vice president for communications and government affairs, Deborah Lee James is responsible for media relations, marketing communications, congressional affairs, policy analysis, compliance with laws governing engagement with public officials, corporate responsibility, and community relations.
James has served in senior homeland and national security management, policy and program positions in government and the private sector for more than 25 years. Most recently at SAIC she was a business unit general manager for a team of 2,900 employees specializing in command, control, communications and computers as well as aviation support services for the U.S. military.
Immediately prior to joining SAIC, James was the executive vice president and chief operating officer of the Business Executives for National Security — a non-profit organization composed of CEOs who focus on advocacy for homeland security programs and on bringing best practices to national security agencies. Earlier in her career, James was the vice president, international operations and marketing, at United Technologies Corporation.
James is an expert on the operations of the U.S. Congress, having worked for a decade as a professional staff member on the House Armed Services Committee. She specialized in military personnel and NATO issues. Following her service in the U.S. House of Representatives, she was nominated by the president and confirmed by the U.S. Senate to serve as assistant secretary of defense for Reserve Affairs. She served in this capacity for more than five years, overseeing budgets in excess of $10 billion, supervising a 100-plus-person staff and serving as the senior advisor to the secretary of defense on all matters pertaining to the 1.8 million National Guard and Reserve Forces.
She has a bachelor’s degree in comparative studies from Duke University and a master’s degree in international affairs from Columbia University.

Amy Alving, Ph.D., is the chief technology officer and senior vice president at Science Applications International Corporation (SAIC). She leads SAIC's Office of Technology, which is responsible for the creation, communication and implementation of SAIC's technical and scientific vision and strategy.
Alving joined SAIC in 2005 as the chief technology officer for the Engineering, Training and Logistics Group, and later served as the corporate chief scientist. She has a diverse background in government and academia, with over 15 years of accomplishments in the areas of technology and national security. Prior to joining SAIC Alving served as the director of the Special Projects Office at the Defense Advanced Research Projects Agency, where she was a member of the Senior Executive Service. In this role she was responsible for strategic planning, operations, finances, security, program development and execution.
Alving was a White House Fellow (1997-98) serving at the Department of Commerce. Prior to that, she was an associate professor of aerospace engineering at the University of Minnesota, where she taught graduate and undergraduate students in mechanics, fluids, and experimental methods, served as a thesis advisor to graduate students and conducted independent, basic research.
Alving graduated from Stanford University with a B.S. in mechanical engineering and from Princeton University with a Ph.D. in mechanical and aerospace engineering. She carried out post-doctoral research in Berlin, Germany.
Dr. Alving serves on the Board of Directors for Pall Corporation (NYSE: PLL). She is also a member of the Georgia Institute of Technology Advisory Board and has been a member or advisor to the Naval Research Advisory Committee, Army Science Board, Defense Science Board, and National Academies studies. She has been on the Board of Directors of the Fannie and John Hertz Foundation, and is a member of the Council on Foreign Relations.

Vincent A. Maffeo is an SAIC executive vice president and SAIC's general counsel. Maffeo has responsibility for the areas of Legal; Contracts, Pricing and Procurement; Risk Management; and Internal Audit. He joined SAIC on June 7, 2010, after serving from 1995 to 2009 as senior vice president and general counsel of ITT Corporation, a FORTUNE 500® global manufacturing and engineering services corporation.
Maffeo joined ITT in 1977 and served in increasingly responsible positions before becoming general counsel. He began his career as an associate with the New York law firm Simpson Thacher & Bartlett. He is admitted to practice in New York; California; Washington, D.C.; Virginia; Michigan; and before the Supreme Court of the United States. Maffeo is a former chair, Corporate Counsel Group, Public Contract Law Section of the American Bar Association.
Maffeo is a graduate of Harvard Law School, and graduated summa cum laude from Brooklyn College (City University of New York). He also served as a lieutenant in the Judge Advocate General's Corps, U.S. Naval Reserve.
